There is no team-based development any more, ANet scrapped that ages ago.

why people try to find cultural reason to this?

the reason in anet dont want devolve resources to make new art for the small base of faction only player

It'll be full of dragons exploding everywhere when you kill them, striking for 20357230597 damage + deepwound + daze + 10 second knockdown
